Wouldn't ask you to pull the OT just to measure it.   Which of the two, if either measured up close to the expectation for the power tube configuration in this amp?  Does this amp use two EL84's?   Either way, it comes down to the sound, and you put together a nice comparison.

The results of your winding ratio and reflected load tests on the two OT's is kind of surprising:

Some technical information.
Westlabs 15 W
21,65 V Primary 1 V secundary.
21,65 x 21,65 = 468,7225 x 8 = 3749

Ceriatone 18W
44,83 V Primary 1 V secundary
44,83 x 44,83 = 2009,7289 x 8 = 16077

I do not have a tone generator, so i only used a Variac.

It looks like both OT's have multiple secondaries (ie can choose 4 or 8, etc).  Just wonder of if you were consistent on the measurements.
