I recently bought an OTS and I've noticed that there's two piggy backed 40 microfarad caps at 500 volt close to the mains transformer is this okay??

The normal procedure is:
switching on:
1. both switches to off.
2. turn power to on, leave standby off.
3. After about 30 secs turn standby to on.

Switching off:
1. Switch off standby after turning volumes down.
2. After about 30 secs turn mains/power to off.
Allow 5-10 minutes before moving amp into a colder environment.
