   I'm a newbie and just built an 18 watt TMB-MV (non EF86) with Heyboer trannies. I would like to have a little more low mids from the tonestack. What do I need to do to change the center frequency?

Don't know eactly but you could try putting the tone stack values into Duncan Amps Tone Stack Calculator and then play around with different values.

Try a lower value capacitor off of the mid control.  Also you can change that mid control from what you have a 22K, 25K to 50K, 100K, 500K or even 1meg.

The mid control wasn't used on many old amps a capacitor is use only by adding the pot you have a variable mid frequency control.
