Schematic uses pin 7 of rectifier tube. Pin out diagrams of this tube indicate it not being used. I assume it is filament?

Make that plate. Would some one explain the resisters to two unused pins on the tube?

Those are diodes, not resistors. They are being used as a fail safe for the rectifier tubes. You can read about it here:
